hehe, well there really isn't a "perfect kelvin raiting" for cichlids, since it's just the fish keeper's opinion on what color he/she likes. More specifically, and important, would be the CRI rating for fish, which would be the ability of the light to bring out certain colors.
I think you guys may be putting a little too much importance on the kelvin rating, as long as its between around 4k - 10k it will work, mostly depends on what color you like to see. I use 10k on my 55 gallon, 6700 on my 20 gallon, can't tell if there is any difference in which the plants do better in.

For fish...kelvin isn't that important (to a certain extent), but I wouldn't want an actinic bulb on my amazon fish...it would look retarded and the fish would probably die of headaches.
When it comes to plants though, it's very important. The kelvin also represents the light from the sun at different times of the day (IE. 6700k is "high-noon"). I guess I should have stated above that 18,000k isn't ok for Anacharis.
