what I actually have is a 48" 4 X 55w light.. only thing is two of the lights are actinic... so I turn those two off.. does actinic add anything to a FW setup... is it as beneficial as white?

The only thing actinic is going to do is visual. They don't benefit plants, and the fish would prefer something different too I'm sure.
